Provide Electricity for All Bangladeshis by 2021 - Tawfiq

In a bid to establish transparency, accountability and responsibility in energy business, the Power Division has signed a Memorandum of Understanding (MOU) with 10 power sector entities on Key Performance Indicators (KPI) for 2012-2013 fiscal.

Foyez Ahmed, the Additional Secretary of power division has singed the MoU on behalf of the government with the Managing Directors and company secretaries of the BPDB, REB, DESCO, DPDC, WZPDCO, PGCB, EGCB, APSCL, RPCL and NWPGC on Tuesday at Bidyut Bhaban.

Adviser to the Prime Minister, Dr. Tawfiq-e-Elahi Chowdhury, Secretary of the Power Division, Mohammad Abul Kalam Azad and top officials of the utility agencies were present.

Power division for the first time signed the MoU with 9 utility agencies on January 1, 2012.

“As per vision to provide electricity for all by 2021, the government has taken various challenging initiatives and has given utmost importance to improve power sector as a whole. The power division has prepared a master plan (PSMP 2010) to develop the power sector, however, KPI is one of it,” Tawfiq –E-Elahi Chowdhury said.

He said to manage the challenges of providing standard electricity supply and services to the consumers to satisfy their needs and to improve the management and services of the power sector, the power division has taken this initiatives under Power Sector Capacity Development Program (PSCDP).

Power Cell Official Amzad Hossain has presented the KPI reports of the utility agencies in the meeting that it achieved in last six months.

It said beside the increase of generation, transmission and distribution system, huge skilled manpower would also be required to provide quality service.

The KPI areas includes corporate governance, institutional development, financial management, audit capabilities, operational improvement and human resource development would be monitor and evaluated.

“Performance Targets will provide the Government reliable measuring tools for monitoring and regulating business activities, technical standards, cost reduction, maximum availability of plant to ensure reliable power supply of the utility and thus more effectively guide it to become a financially viable company,” the Power secretary said.

We set some Key Performance Indicators (KPIs) annually for each individual Company/utility, he added.

Power Cell, the think tank of power sector in its keynote paper said that the entity which has achieved minimum 90 marks out of 100 for overall performance achievement (OPA) will be rewarded (certificates of achievement) along with monetary incentive.

The entities which has achieved below 80 marks will be liable for penalty.
