RERC refuses transmission license to EIIL-I
The Rajasthan Electricity Regulatory Commission (RERC) has refused to grant a transmission
license to Enercon India Infrastructure Limited (EIIL), contending that the infrastructure
company is neither a generating nor transmission company nor does it have a sanction from
the state government for laying down any transmission lines in the state.
8EIIL had filed an application, during November 2010, for grant of license for the license
for the transmission system associated with evacuation of power from wind farms of Enercon
India Limited (EIL), located at Bhu, and those of Vish Wind Infrastructure Limited (VWIL),
located at Sipla, Kinoi, Rajgarh, Nawagaon and Kushalgarh.
8It may be mentioned that as per the electricity (removal of difficulties) fifth order of
the central government of 2005, no license is required for a generating company for
establishment, operation or maintenance of dedicated transmission lines. EIIL is neither a
generating or transmission company.
8In order to strengthen its case, the applicant contended that for grant of license, the
commission has to only see that requirements for grant of license are fulfilled and nothing
else. Further, EIIL argued that decision as regards tariff determination could be taken
when the licensee approaches RERC for investment approval or tariff determination.
8However, RERC disagreed on both accounts asserting that EIIL's application seeking
license is "obviously devoid of any basis or justification".
