Huizhou Shenzhen-Energy Fengda Power soars at Asian Power Awards for CCGT power plant

It has acquired high efficiency, high flexibility with the low capital cost due to engineering and cutting-edge technologies.

Surviving in a cost-sensitive power market dominated by coal-fueled power plants in China is a huge challenge to the gas-fueled combined cycle gas turbine (CCGT) power plant. This led Huizhou Shenzhen-Energy Fengda Power in Huizhou, Guangdong to perform sound exploration and innovation in the building of Fengda Phase II power plant.

The Fengda Phase II project initiated concept design in 2020, employing two 460 MW CCGT units based on Siemens SGT-4000F gas turbine. The first unit of Phase II came into service in June 2023 and the second unit is under the full-load reliability run.

It is first ever adopted in the F-class CCGT project globally which will improve the part load heat efficiency. The efficiency of CCGT reached 60.67% which enhanced the competitive capability in the power market of south China.

Besides the strength of the flexibility of usual CCGT power projects, the Fengda Phase II project possesses the Blackout-Startup, which could start up the gas turbine independently under the Blackout of power-grid with the help of the Blackout Startup of the Fengda phase I.

The unique capability secured the ancillary service revenue without any additional capital expense. The cascaded Blackout Startup of Phase I and Phase II gas turbines of the 1280 MW power plant are unique, making the plant the biggest thermal power plant which possesses the Blackout Startup in China. 

To be more environmentally friendly, the Fengda Phase II utilised the cutting-edge ammonia selective catalytic reduction of nitrogen oxide. The gas emission of NOx is reduced to as low as 7.5mg/Nm3, which is superior to even the severest emission regulation in the world. 

The high performance does not always mean the high capital cost. Thanks to the devoted and attentive engineering, procurement and construction, the capital cost of the Fengda Phase II is managed to US$250/kW, which is 10% as low as the average of the CCGT power project in China. 

“The Fengda Phase II project is unique to acquire the high efficiency, high flexibility with the low capital cost by combining the innovation of engineering and the cutting-edge technologies, which enhanced the competitive strength of gas-fueled CCGT power plants in the power market and is more environment-friendly,” the company said.

Huizhou Shenzhen-Energy Fengda Power has been lauded for the success and efficiency in operation of the CCGT power plant, with the company bringing home three major wins in the Asian Power Awards, namely: Gas Engine Combined Cycle Power Project of the Year - Silver, Gas Power Project of the Year - China, and Innovative Power Technology of the Year - China.
